Comparative Analysis of the Temporary Disability Benefit of Workers’ Compensation and Sickness Benefit Abroad

|
This study compares the temporary disability benefit of workers' compensation and sickness benefit, which are income guarantee systems for temporary incapacity for work, focusing on OECD countries. This study compares the two systems with a focus on the types of programs, coverage, benefit level, waiting period, and payment period. First, both systems are generally operated by social insurance system. Second, the coverage for workers is almost similar, but the coverage for the self-employed is very diverse in both systems. Third, sickness benefit mainly has a waiting period, and temporary disability benefit mainly does not have it. Fourth, payment period for sickness benefit is generally limited, but there are many cases in which temporary disability benefit has no limitation on payment period. Based on these analysis results, implications for the introduction of the sickness benefit in Korea are drawn.
